Currently at Delos as Executive Vice President leading the Delos Solutions group, Jessica’s work seeks to improve health and wellness through the spaces in which we live and work, while minimizing the impact on our natural environment. Before joining Delos Living, Jessica worked as Programs Manager at Urban Green Council where she was responsible for developing and executing educational programs for the green building communities of New York City, Westchester, and Rockland. A LEED Accredited Professional since 2008, Jessica had maintained her Interior Design and Construction specialty until this past year. Jessica also holds a certificate in Green Professional Building Skills Training: Construction Management.

Since 2004, Henrickson has served as the Health, Safety, and Emergency Preparedness Manager for the U.S. Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 7 (VISN 7), covering the states of Alabama, Georgia, and South Carolina. VISN 7 encompasses research and healthcare operations at eight medical centers, four National Cemeteries, three Regional Benefits Offices, thirty-seven community outpatient clinics and numerous administrative sites of operations employing approximately 22, 000 individuals providing care to over 400,000 veterans. Henrickson served in similar positions with the VA in Columbia, MO, Augusta, GA, and Columbia, SC over a twenty-five year career. Prior to his VA employment, he performed healthcare Medicaid and Medicare licensure and certification surveys for the Missouri Department of Social Services. Henrickson holds a BS degree in Biology from Fort Hays State University, Hays, KS and a Master’s Degree in Public Health- Industrial Hygiene from the University of South Carolina. He is a certified Hazardous Materials Manager, a certified Healthcare Safety Professional and a certified Fire Inspector (NFPA 1031).

Mark Herbert has 18 years of experience in Facility Maintenance Management; the last 14 years have been in healthcare, including Manager of Facilities at Aurora St. Luke’s Medical Center, Manager of Facilities at Aurora Medical Center – Grafton and Manager of Plant Operations at Aurora Advanced Healthcare – Clinics and Surgery Centers. Herbert also served in the US Army and National Guard as a MedEvac helicopter mechanic, crew chief and trainer for rescue operations for 13 years. In his current position as Regional Director of Hospital Property Management at Aurora Health Care, Herbert manages an experienced team of facility managers and supervisors for 6 of the system’s 15 hospitals. Herbert enjoys building a dedicated team that reduces cost and increases efficiency while maintaining excellent relationships with multi-disciplinary departments. Herbert graduated from Southern Illinois University – Carbondale with a BS in Aviation Maintenance Management. He holds a CHFM (Certified Healthcare Facility Manager) Certification, FAA Airfame & Powerplant License and EPA/CFC Certification. Herbert is a member of ASHE, an active member of WHEA (Wisconsin Healthcare Engineering Association) and a member of the Healthcare Code & Compliance sub-committee.

Eric Hoffman has spent 25 years in the construction industry, with the last 13 focused on pediatric healthcare. He is currently the Sr. Director for Facilities, Design and Construction at the Ann & Robert H. Lurie Children’s Hospital of Chicago. Eric was a member of the construction management team for the new 1,250,000 sf/288 bed Lurie Children’s Hospital that opened in 2012 in downtown Chicago. He was part of the leadership team and was responsible for the interior construction on the project. His current Sr. Director role is focused on sustainability, wellness and how the facility operations, design and construction can support the patients, family and staff in an ever-evolving healthcare climate.

Phil M. Jones, Associate Vice Chancellor for Facilities, The University of North Carolina at Charlotte
Phil Jones became the Associate Vice Chancellor for Facilities at UNC Charlotte in January 2001 after a 29 year career as an Army Engineer officer. During the past fourteen years, he has been responsible for overseeing all capital planning and construction, facilities maintenance, utilities, custodial operations, real estate, and sustainability efforts at the University. The capital construction during this time period has been the largest in UNC Charlotte’s history including creation of the Charlotte Research Institute campus, a football stadium complex, and reshaping of the campus master plan. UNC Charlotte’s capital construction over the last decade exceeded $1 billion dollars and included the addition of over 3 million square feet. During his Army career, Mr. Jones held various command and staff positions in Germany, Panama, Korea and the United States. He is veteran of Desert Storm. His assignments included serving as the Director of Public Works at Fort Knox, Kentucky; the Director of Public Works at Fort Sam Houston, Texas; and the Director of Base Operations for the U. S. Army in Korea. He holds a bachelor’s degree from the U.S. Military Academy at West Point and masters in civil engineering from the University of California, Berkeley. He is a registered Professional Engineer in North Carolina and Virginia.

Girlie Manatad, MD, MPH, CHSP, Manager, Facilities – Regulatory Compliance, NewYork-Presbyterian Hospital Enterprise
After working for about five years as an MD, Dr. Manatad expanded her field of expertise by obtaining a Masters in Public Health in Environmental Occupational Health Science at Hunter College, City University of NY. She is currently in charge of regulatory compliance at six hospitals at NewYork-Presbyterian Hospital (NYPH), including Enterprise on Environment of Care/Utilities Management, Facilities – Infection Control and Water Safety. She also provides regulatory compliance guidance and support to four NYPH regional hospitals. Dr. Manatad had a leadership role in last year’s Ebola and Legionella readiness programs at NYPH. She is a 2015 graduate of Building Tomorrow’s Leadership, NYPH’s leadership development program, a very selective program for VP-nominated, high-performing managers/directors. She is also a voting member of the NSF International 444 Joint Committee on the NSF 444 – Prevention of Injury and Disease Associated with Building Water Systems Standard.

Dr. William McCoy, Ph.D., Program Committee Chair and Chief Technology Officer, Phigenics
Bill McCoy is Co-Founder and Chief Technology Officer of Phigenics. He is a world-renowned expert in preventing disease associated with waterborne pathogens in building water systems. The International Water Association (IWA) awarded him their top prize, the Medal for Outstanding Contribution to Management and Science, in Berlin, 2001. The IWA published his full-length book entitled Preventing Legionellosis in 2005. Bill has developed many innovations in water technology. He holds 29 US patents, all with international equivalents, and in 2001, received the Inventor of the Year award from The Intellectual Property Law Association in Chicago. Bill serves as an Advisor to NSF International, developing education, training and certification programs on HACCP for Building Water Systems. He currently serves as voting member on the Environmental Health Committee for the American Society of Heating, Refrigerating and Air-conditioning Engineers (ASHRAE) and also as voting member on Standard Project Committee 188, “Legionellosis: Risk Management for Building Water Systems”. He holds a Ph.D. in Microbiology from the University of Calgary and M.Sc. from the University of Hawaii, two undergraduate degrees in Chemistry and Microbiology from California State University, Long Beach and Executive Management Education from the University of Michigan.

Damian Mindley

Damian Mindley, Chief – Engineering Service, Atlanta VA Medical Center
Damian Mindley assumed the duties of Chief – Engineering Service at the Atlanta VA Medical Center, Decatur, GA, in January 2012. Previously, Mr. Mindley served as the Supervisory General Engineer, overseeing one of the largest and most robust Capital Infrastructure Improvement funding periods in the Medical Center’s history. During his first year as Chief Engineer, Mindley received a performance improvement award for implementing changes that resulted in cost savings to the Medical Center. That same year, he completed the Purdue University Yellow Belt Lean Certification Course. The following year, Mindley completed the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). As Chief Engineer, Mindley has developed the facility’s first Work Order/Preventative Maintenance instructional manual, oversaw the expansion of Engineering operations to Fort McPherson and The Trinka Davis Veterans Village, transitioned all Engineering staff members to S.M.A.R.T performance standards, garnered Resource Management Approval, which created upward mobility promotions for over 20+ staff members, presided over many Capital Infrastructure improvements to include the overhaul of the facility’s electrical distribution network and the addition of a Water Storage Facility, which improved and solidified the facility’s ability to respond during emergency events. The Atlanta VA Medical Center is one of very few facilities in the State of Georgia and in the country with n+1 electrical power redundancy and a 750k gallon Water Storage Facility.

Ruth Mustard, Associate Director Nursing & Patient Care Services, Dorn VA Medical Center
Ruth Mustard’s primary responsibilities include leadership and authority over acute and long-term inpatient and outpatient nursing staff, Sterile Processing Service (SPS), specialty clinics, Voluntary Service, Stakeholder Relations, and the Transitions and Care Management Program (TCM). She is responsible for overall nursing care throughout the Medical Center. She serves on the VISN 7 Partnership Council, Healthcare Delivery Council, and the Healthcare Quality and Value Council. In addition, she chairs the VISN 7 SPS Board. Mustard is past president of the SC Organization on Nurse Leaders. She has served on numerous other state-wide committees and councils, including terms as president of Alpha Xi Chapter of Sigma Theta Tau and Mid-State Chapter of the American Association of Critical Care Nurses. She has also served as committee chair of the Palmetto Gold Nursing Award and Scholarship Program. Mustard was selected as the Clinical Federal Woman of the Year at Dorn in 1999 and 2009. She received the Secretary’s Award for Excellence in Nursing in 1997 and the South Carolina Palmetto Gold Award winner in 2005. Mustard graduated from Marymount College, KS with a Bachelor of Science degree in nursing. She received a Master of Science degree in Nursing Administration from the University Of South Carolina College Of Nursing.

Amy Pruden

Dr. Amy Pruden, Professor of Civil & Environmental Engineering, Virginia Tech
Dr. Pruden’s broad research mission is to advance the sustainability and health of our water systems through fundamental understanding of the microbes that dwell in our pipes. Dr. Pruden earned her B.S. in Biology in 1997 and her Ph.D. in Environmental Science in 2002 at the University of Cincinnati. She was a recipient of the prestigious Presidential Early Career Award in Science and Engineering (PECASE) in 2007 and the Paul L. Busch Award for her research in water innovation in 2014. Dr. Pruden has served as the PI on several grants funded by the National Science Foundation, Water Research Foundation, Water Environment Research Foundation, and The Alfred P. Sloan Foundation. Her current focus is on how to advance sustainable water system design, such as green buildings and use of recycled water, while also addressing potential microbial concerns, such as Legionella and antibiotic resistance. She is a member of the National Sanitation Foundation 444 Joint Committee on the NSF 444 – Prevention of Injury and Disease Associated with Building Water Systems Standard.

Aaron Rosenblatt is a Principal of Gordon & Rosenblatt, LLC, independent consultants specializing in matters involving chemical disinfection of water, with an emphasis on microbial risk management in building water systems. Mr. Rosenblatt is an Advisor to NSF International, developing education, training and certification programs on HACCP for Building Water Systems. He is also a member of ASHRAE Special Projects Committee 188, “Prevention of Legionellosis associated with Building Water Systems”. He has served on the Board of the International Ozone Association-Pan American Group (IOA-PAG), and as a member of the American Water Works Association (AWWA) Disinfection and Disinfectants Committees and the Microbial and Disinfection By-Product (M/DBP) Technical Advisory Workgroup during regulatory negotiations for USEPA M/DBP Rule II. He is a past Trustee of the Chemists’ Club of New York and past Chairman of the Chemists’ Club Library. Mr. Rosenblatt has authored more than twenty issued US patents with international equivalents.

Angela Rupp, MT, MS, CIC, Director of Infection Prevention & Control, Ann and Robert H. Lurie Children’s Hospital of Chicago
Angela H. Rupp became the Director of Infection Prevention & Control at Children’s Memorial Medical Center in 2005. She began working in infection prevention in 1998, and prior to her present position, served in that role at Loyola Medical Center in Maywood, IL and Lutheran General Hospital in Park Ridge, IL. At all facilities, she has been actively involved in construction and maintenance projects from an infection prevention perspective. Rupp is a member of the Society for Healthcare Epidemiology in America and the Association for professionals in Infection Control and Epidemiology (APIC). She served as the 2010 & 2011 Pediatric Section Chair for APIC. She presented on pediatric infection prevention topics at the 2009, 2010, and 2015 APIC educational conferences. She is a member of the Illinois Department of Public Health taskforce on hospital-acquired infections, a member of the Metropolitan Chicago Healthcare Council Infection Control Sub-Committee, and is currently serving a 3-year term on the Pediatric Leadership Council for SHEA. In 2012, her hospital moved into a new 288-bed facility. Rupp was involved in the process from the initial design meetings through the construction phase, and assisted with equipment and patient move planning. She received her Bachelor’s of Science degree in Medical Technology from Indiana University and a Master’s of Science from Chicago Medical School.

Gary Smith is the Interim Director of Facilities at the University of New Mexico’s Physical Plant Department. Smith has over 40 years’ experience in higher education as a student, researcher, lecturer and administrator at Texas Tech, Texas A&M, Oklahoma State, New Mexico State, and the University of New Mexico. He earned a Ph.D. from Texas Tech University and is a graduate of the APPA Institute for Facilities Management and the Leadership Academy. Smith has implemented many efficient and innovative practices at UNM and has been actively involved in environmental stewardship and sustainability projects throughout his higher education career.

In his present role, Soots oversees $100M dollars’ worth of equipment, $60M dollars’ worth of contracts, $28M dollar budget for all disposable medical supplies, 2.5M reproductions, 1.5M pieces of mail, 120,000 packages and distribution of 8000 burial flags throughout the state of SC. The most important aspect of his job is the world-class logistics support provided to every Veteran that visits Dorn or neighboring CBOCs. Soots has spent the last 23 years in Logistics for the USAF. Soots graduated from Hawaii Pacific University with a Bachelor’s degree in Business Management.

Philip Stephens, MHA, CPE, CHFM, FASHE is a Senior Specialist with the Carolinas HealthCare System’s Facilities Management Group in Charlotte, North Carolina. He has worked in health care facilities management for over 42 years serving in leadership positions in three different medical centers. His experience includes all aspects of facilities management as well as concurrent administrative responsibility for additional support and clinical departments. Other experience includes construction management, emergency preparedness management, and energy management. From 2010 through 2015 he served on the American Society for Healthcare Engineering Board of Directors, and in 2014 as their president. He has had several facilities management articles published and has presented at conferences, seminars, and educational meetings throughout his career. Phil has served on various city and county boards and committees in West Virginia and North Carolina to include a transportation advisory committee, a solid waste authority, and a storm management task force. He has an undergraduate degree in Civil Engineering from N.C. State University, a Master’s Degree in Health Administration from Pfeiffer University, and is a graduate of the U.S. Army Command and General Staff College. In addition, he is a retired U.S Army Colonel with 30 years of active and Reserve service including deployment to Vietnam in 1967.

Matthew Stiene, is the Senior Director of Plant Engineering for Novant Health in Charlotte NC, where he oversees plant operations, energy management, environmental affairs, and infrastructure capital replacement. Novant Health is an integrated healthcare system of 13 hospitals and 300 physician practices in the southeast. Matt possesses a Master of Engineering degree in Fire Protection Engineering from the University of Maryland, and a Bachelor of Science degree in Mechanical Engineering from Clarkson University. Matt has worked in the facilities construction and management industry for over 14 years as a consulting engineer, project manager, and facility manager. He is a licensed professional engineer in North Carolina, and is a certified facility manager and certified facility management professional.
